Robert Mugabe and Sudan's al-Bashir,
and heaping blame on Russia and
China for protecting them; thus
setting the stage for a new Cold
War to be fought in Africa.

At his final economic summit, President Bush
highlighted his commitment to Africa, where he
has increased assistance and programs to reduce
HIV/AIDS. But a more enduring legacy may be a
change in U.S. military structure that gives the
Pentagon a bigger role in U.S. policies toward
Africa.
